Hard limits and when to no-bid

Hard limits are mandatory pass/fail gates. Preferred requirements improve score but may allow deviations. Teams should no-bid when hard limits fail, residual risk exceeds policy, economics fail, or capacity cannot meet deadlines—even if soft match looks okay.
