Fill writes matched product values into the buyer’s Excel tender template via cellmap, then supports download. Residuals must be reviewed by humans before submit.

## Prerequisites

* Session **already matched** (`isMatched`).
* Source tender is **xlsx/xls** with a cellmap from the scan/match pipeline (PDF-only packages may need other deliverable paths, not Excel fill).
* If match already produced a filled workbook, re-fill only when you need a new pass or directive (colors/rows/sheets).
