# Hard limits and when to no-bid

**Hard limits** are mandatory pass/fail gates. **Preferred** requirements improve score but may allow deviations. Teams should **no-bid** when hard limits fail, residual risk exceeds policy, economics fail, or capacity cannot meet deadlines—even if soft match looks okay.
